Lisa Roberts | Co-chair

Lisa Roberts has had a long-standing involvement with ‘Lifelines’ critical infrastructure work in New Zealand. Her election to Co-Chair of NZLC in 2024 follows eight years as Programme Manager. Lisa has provided the critical linkage between infrastructure vulnerability assessment work undertaken regionally and nationally, led the National Infrastructure Vulnerability Assessment process and the development and early training of Lifeline Utility Coordination arrangements in NZ. Lisa asset management and infrastructure expertise saw her made a Fellow in Engineering NZ in 2018.

Paul Bagg | Co-Chair

Paul Bagg is the Lead Advisor Emergency Management at NZTA Waka Kotahi, where he joined after his role as National Lifelines Utility Coordinator at (the then) Ministry of Civil Defence Emergency Management (MCDEM). He is a Chartered Electrical Engineer with the Institution of Engineering and Technology (IET) gained from his time in the energy industry spanning some 36 years in the UK and NZ. He has been actively involved in NZLC activities over the past decade for both NZTA and MCDEM, and a member of NZLC since 2016. Paul has been involved in Emergency Management in NZ since joining the Karori Civil Defence team as a volunteer in 2007.

Roger Fairclough | Principal Adviser

Roger Fairclough is the Managing Director of Neo Leaf Global and a highly accomplished civil engineer with extensive experience in engineering, business development, and government advisory roles. He is a Fellow of Engineering New Zealand. Roger has played a pivotal role in shaping government policies on infrastructure resilience, and encouraging infrastructure research to be useful, useable and used. His expertise spans heavy industrial construction, power station development, and the commercialisation of innovative energy technologies. Roger drives impactful solutions in engineering and economic development.

David Brunsdon | Principal Adviser

Dave Brunsdon CNZM has an extensive background in infrastructure resilience, emergency management and the seismic performance of existing buildings, and is a Distinguished Fellow of Engineering New Zealand. He has been involved in Lifelines work since the early 1990s and supported the establishment of regional lifelines groups across most regions of the country. He was the chair of the New Zealand Lifelines Council from its inception in 1999 through to 2016. Dave is currently Principal Advisor to NZLC and a member of the NZLC Delivery Team. He provides a key linkage between the regulatory requirements for buildings and wider resilience planning for infrastructure.
